On the spec sheet it says next to " controls": none.

I checked the web and found this as the Altec 9475A Preamp.

<font size="2" face="Verdana, Helvetica, sans-serif">I'm guessing that TomT or someone he knows well built this as a stand alone 2 channel unit. Customized around a pair of 9475A's with the addition of a self contained power supply for the 9475A's, a 48 volt phantom power supply for condenser mics, selectable phase inversion, and some type of level padding.

TomT, please give us some details.
